Opening a link, saving an APK, signing up and meeting a later qualifying condition are different events. A download record cannot prove the friend's account milestone was completed.

Follow the event sequence instead of the navigation sequence. Opening an invitation, reaching a page and saving an APK can happen before account sign-up; none of those earlier steps proves completion of the sign-up milestone. The later stage also needs its own qualifying condition, so it cannot be inferred from the first reward alone.
